Some methods for countering the financing of terrorism (CFT) are missing the mark and in certain cases doing more harm than good, including by hampering efforts to prevent violent extremism (PVE). Not only have most of the recent terror attacks been executed for little or no cost, when money is required terrorists seek ways to access funds outside the confines of the regulated global financial system. At the same time, in many countries disproportionate CFT measures are applied in the name of countering terrorism.
