Counterterrorism
The threat of nuclear weapons falling into the hands of terrorists, along with the increased number and intensity of other terrorist acts, has become a growing source of fear around the world. With al-Qaida, its networks, and its affiliates operating in more than 60 countries, terrorism is a global problem and requires a coordinated global response. In 2004 the Forum established the Center on Global Counterterrorism Cooperation (the Center) to help build and sustain stronger partnerships to prevent terrorism in a manner that is in keeping with the Forum’s core mission: promoting nonmilitary measures that support and protect human rights and the rule of law.
The Center is the only independent organization dedicated to strengthening international counterterrorism cooperation. We have analyzed multilateral counterterrorism efforts on behalf of more than a dozen governments, the United Nations, and private foundations. Working with a range of intergovernmental, governmental, civil society, and business partners, we turn that analysis into action.
The Center is working to promote more effective counterterrorism cooperation among a wide range of government and nongovernmental actors within and across regions around the world. Our current initiatives feature ongoing work in East Africa, the Horn of Africa, West Africa, South Asia, and Southeast Asia. Our work in these regions includes raising awareness of the threat, training officials to share information more effectively with their counterparts in neighboring countries, and promoting best practices for protecting human rights and upholding the law while countering terrorism.
